Board of Directors FY 2009-2010The Board of Directors has responsibility for setting organizational direction, making policy, overseeing finances and raising funds. The Board of Directors provides strategic leadership for action plan implementation and mobilization efforts, and acts as a catalyst in collaborative problem solving. The Board also provides vision to help set priorities for the community.

General Manager/Owner, Central Bethany Development
Roy Kim is Managing Partner of the Central Bethany Development Company in Portland. He earned his undergraduate degree in civil engineering from UC Berkeley and his Masters in civil engineering from Stanford University. Roy is currently on the Board of Lifeworks Northwest and the Community Housing Fund. Active in the Korean community in Portland, he also serves on the Board of the Oregon Korea Foundation. City Manager, City of Tualatin, Oregon
Sherilyn Lombos has been city manager for the city of Tualatin since December 2006. As the Tualatin City Manager she is responsible for all day-to-day operations of the city of 26,000 residents including police, library, streets, water, sewer, parks, recreation, planning and development. Sherilyn oversees a workforce of over 150 employees, manages a budget approaching $100 million and works with the 7-member elected council on a variety of issues affecting the community and region. Prior to the city of Tualatin, Sherilyn served as the Deputy City Manager in the southern California city of Manhattan Beach. Janet Rash
Community Relations Manager, Intel Corporation
Janet is a twenty year Intel veteran, and has been Intel Oregon’s Community Affairs Manager since 2005. She is actively engaged in the community and serves on the Board of Directors for the Vision Action Network and Centro Cultural. Director of Community Services, Tualatin Valley Fire & Rescue
Walt Peck has served as the Director of Community Services for Tualatin Valley Fire & Rescue since 2004. Prior to that he worked for Washington County for 17 years where he paid a key role in the creation of Vision Action Network. Walt earned a Masters in Public Administration from Lewis and Clark College. He and his wife Ellen, a research coordinator with OHSU, have three children who are either recently finished with, currently immersed in, or on the threshold of the college experience. Assistant Superintendent
Gustavo Balderas is the Assistant Superintendent of the Hillsboro School District. He earned his Masters in Curriculum and Instruction from Portland State University and is in his final year of doctoral studies in educational leadership at the University of Oregon. Gustavo is a co-founder of the Oregon Association of Latino Administrators and sits on several boards and state committees, including SOLV and the Oregon Leadership Network. Betty Bode
City Councilor, City of Beaverton
Betty Bode has served as a Beaverton City Councilor since January 2003. In addition, she serves on Beaverton’s Bicycle Advisory Committee, Budget Committee and Social Service Funding Committees, the Homeless Plan Advisory Committee of Washington County, the board of directors of Vision Action Network and the Oregon Public Health Advisory Board. Previously, she has served on Beaverton’s Human Rights Commission, Planning Commission, Beaverton Committee for Citizen Involvement and the Citizens with Disabilities Advisory Committee as well as the Human Rights Council of Washington County. Councilor Bode is a registered nurse and holds a doctorate of philosophy from Oregon State University. Janice Burger
Chief Executive, Providence St. Vincent Medical Center
Janice Burger has served as the Chief Executive of Providence St. Vincent Medical Center since 2005 and has worked for Providence Health System, in Portland, since 1986 serving in a variety of leadership roles. Janice currently oversees a staff of approximately 3500 providing hospital and health care services to the citizens of Oregon and Washington. Janice currently serves on the St. Andrews Nativity School Board, Vision Action Network, and the Washington County Homeless Plan Advisory Committee. Janice earned both her undergraduate degree in Economics and her master’s degree in Health Administration from the University of Washington. Bob Davis

Bob Davis is currently County Administrator of Washington County and has worked with Washington County for the past 26 years. Prior to coming to Washington County, he worked for San Luis Obispo County, California and the City of Lakewood, Colorado. Washington County Circuit Court Judge
Hon. Marco Hernandez is a Circuit Court judge in Washington County, Oregon. After receiving his J.D. degree from the University of Washington, he served for six years as deputy district attorney with the Washington County district attorney's office. In 1995, he took the bench as Circuit Court judge and then served two terms as presiding judge for Washington County Circuit Court.
Mary Monnat
President & CEO, LifeWorks NW
Mary Monnat has been President/CEO of LifeWorks NW since 1998. She joined LifeWorks NW as a chemical dependency and mental health therapist in 1983 before moving through various management positions. Mary earned her Masters in Human Development from St. Mary’s College in Winona, Minnesota. She is currently a Board member of Jesuit High School, Vision Action Network, United Way of the Columbia-Willamette, and the Women’s Commission on Alcohol and Drug Issues of Oregon. Mary previously served as President of the Oregon Alliance of Children’s Programs.
Jerralynn Ness
Executive Director, Community Action
Since 1983, Jerralynn Ness has served as the executive director of Community Action, a private, non-profit agency in Washington County that works in partnership with the community to address issues of poverty. She has dedicated her life to building awareness and collaborative strategies to eradicate the causes and conditions of poverty and empowering low-income families to achieve economic stability. Over the course of her career, she has served on numerous civic, governmental and non-profit boards, commissions and committees and has received numerous recognitions for her professional contributions. She currently serves on the boards of the Vision Action Network, Hillsboro Chamber of Commerce, Community Action Partnership of Oregon and the Hillsboro Community Foundation and chairs the Oregon Thrives initiative. Owner, Pearson Financial Group
Conrad holds a BA in Political Science from Portland State University and a Certificate in Middle East Studies. He also did post-graduate work at Johns Hopkins University: School of Advanced International Studies. In 2001, he was inducted into the Royal Alliance Hall of Fame for his commitment to excellence in sales and service. He is the past President of the Christ the King Lutheran Church Council, and a member of the Planned Giving Council for the OHSU Foundation for the past 15 years. Dick Stenson is president and CEO of Tuality Healthcare, an independent, not-for-profit, community-governed healthcare system serving western Washington County. He has performed in that capacity since 1992. With Dick leading the organization, it has been ranked among Oregon Business magazine's 100 best companies to work for seven years. Stenson has been active in several other local organizations as well, including serving on the boards of the School Based Health Center Task Force, Hillsboro Community Foundation, Hillsboro Chamber of Commerce, Community Action Organization, Virginia Garcia Foundation, and Washington County Commission for Children and Families. He also serves on boards or committees of several regional and state-wide health related. Rick Van Beveren

Rick Van Beveren is president of Reedville Café and Reedville Catering in Hillsboro and Managing Member of Reedville Center and Reedville Crossing. Rick also serves on the board of TriMet and the Hillsboro Community Foundation. He past president of the Greater Hillsboro Area Chamber of Commerce, and past board member of the Portland Rose Festival Association. Rick graduated from University of Notre Dame in 1978. He has lived in the Hillsboro area his entire life. He has a long history of service to the community, and strongly believes in investing in local projects. For both his professional and civic accomplishments, Rick has been honored on numerous occasions, including receipt of the Chamber's highest honor, the Emma C. Emily Gottfried
Inter-religious Action Network (Past Chair)
Emily Georges Gottfried served as Director of AJC, Oregon Chapter from 1999-2008 and currently holds the position of Executive Director of the Oregon Area Jewish Committee. In her professional capacity, Emily has served as chair of the Inter-Religious Action Network of Washington County (IAN) and she is Vice Chair of the Human Rights Council of Washington County. She is Secretary of the local Federal Emergency Food and Shelter Program board, Treasurer of the Coalition Against Hate Crimes, a statewide convener of the Oregon Faith Roundtable Against Hunger, and a member of the City of Portland Human Rights Commission. Emily is a graduate of Pomona College (BA, Religion), the University of Oregon (Music Education), and the University of New Mexico (M. Music, Vocal Performance).
Carlos Perez
Human Rights Council of Washington County (Past Chair)
Carlos Perez, Former Deputy Superintendent with the Hillsboro School District. Carlos recently retired from Hillsboro after working in the District for 31 years. Prior to Hillsboro he taught several years in Idaho. Carlos remains active in the community. Carlos is a founding member of and serves on the Human Rights Council of Washington County, is the current president of the Oregon Association of Latino Admininstrators (OALA) and is currently working with Latino leaders in Washington County to form the Latino Leadership Forum. Carlos has served as a VAN board member and is currently an ex-officio member representing the Human Rights council. Rev. Dr. Wes Taylor
Retired Pastor, Tualatin United Methodist Church
Rev. Dr. Wes Taylor is the retired pastor of Tualatin United Methodist Church and a professor at Marylhurst. This Oregon native lives in Tigard with his wife and three grown children. Taylor is a passionate activist for peace, human rights, the ecumenical movement, and social issues like affordable housing, food, health care, and shelters. He has over 400 stories, prayers, litanies, curricula, sermons, and articles published. Resource Council
