CASH Oregon is a community based non-profit organization formed to improve the financial health of working individuals and families. CASH Oregon was formed in 2005 to assist low income individuals and families through the promotion of the Earned Income and other Tax Credits, free tax return preparation, and financial advocacy. The Earned Income Tax Credit (EITC) is a refundable federal income tax credit for low-income working individuals and families. The credit reduces the amount of federal tax owed and can result in a refund check to the tax payer. The EITC was first enacted in 1975 and lifts over 5 million people above the poverty line annually. However, approximately $75 million of EITC go unclaimed annually in Oregon. It is estimated that $30 million of this is unclaimed in the tri-county metro area alone (Clackamas, Multnomah and Washington). In 2006 the Vision Action Network and other local partners worked with CASH to support its expansion of services into Washington County as one strategy in addressing the steady growth in the number of Washington County families living in poverty.
